In recent days, Ukraine has endured a new wave of brutal attacks targeting civilians and critical infrastructure. The international community is once again called to address these violations of humanitarian law and support Ukraine’s efforts for survival, peace and security.
- During the night of 5–6 July, Russia carried out a combined air attack on Kyiv and other Ukrainian cities using ballistic and cruise missiles and strike UAVs.
- Ukraine is initiating an emergency meeting of the UN Security Council in connection with yet another act of air terror against civilians, and counts on international support.
On the night of 6 July, Russia launched a large-scale attack on Ukraine using 68 missiles and 351 attack drones. As a result of the night terror, at least 26 people were killed, and around 100 were wounded. In the capital 19 people were killed and 56 were injured. In the city of Vyshneve, near Kyiv, 5 people were killed, and 21 were injured.
Russian strikes on residential buildings have become a component of a terror tactic. The Russians are terrorising civilians in Ukraine, as they are unable to break the resistance of Ukrainian forces at the front.

The Kremlin’s goal is clear — to break Ukrainians’ will to resist.
Russia’s large-scale, deliberate, targeted, and systematic use of murder weapons of low precision constitutes a flagrant violation of International Humanitarian Law. Moreover, drones operated by Russian forces have repeatedly attacked Ukrainian civilians and first responders — including ambulances and fire brigades.
Ukraine is grateful to the partners who condemned Russia’s act of air terror and calls on them to respond to Russian terror by increasing funding for the relevant programmes for the procurement of air defence and anti-ballistic systems for intercepting ballistic missiles.
Strengthening Ukraine’s air defence, especially its anti-ballistic capabilities, expanding cooperation under the Drone Deal framework, and increasing pressure on the aggressor remain critical priorities. Ukraine has proposed an urgent, practical, and timely solution to reinforce Ukraine’s anti-ballistic capabilities at a critical stage of the war, while ensuring that all partners’ inventories are fully restored through future deliveries.
Decisive and timely action is needed to compel Russia to end its aggression. Sanctions against Russia and its enablers must be intensified and rigorously enforced where they will be most effective.
Mentioned measures and the international isolation of Russia must increase the cost of the Kremlin’s crimes.
Russia will not end its war of aggression out of goodwill or in response to appeals alone. Despite repeated calls from the world’s leaders, including the President of the United States, the Kremlin has chosen to continue its aggression.
This demonstrates that Putin is determined to prolong the war.
The only path to peace is to create conditions in which continuing the war becomes politically, militarily, and economically unsustainable for Russia.
Sustained pressure, strengthened sanctions, and unwavering support for Ukraine are essential to achieving this objective.
Ukraine will respond to Russian air terror.
Every measure that strengthens Ukraine brings Europe closer to a comprehensive, just, and lasting peace.
